ABOUT AMICAALL
In 2006, thanks to funding received from Irish Aid and support from UNDP, HIV service directories were developed in 10 municipalities. In July, 2007, the joint 51st Local Government Association of Zambia Annual Conference and the 4th AMICAALL- Zambia General Assembly took place in Livingstone in Zambia. More than 175 local government delegates and approximately 65 Zambian local authorities (out of 72 districts) attended. AMICAALL Zambia organised a workshop on mainstreaming HIV in local authorities, central government and private sectors at the local level.

ALLIANCE OF MAYORS AND MUNICIPAL LEADERS ON HIV AND AIDS (ALLIANCE) IN ZAMBIA DECLARATION OF THE 4th AMICAALL ZAMBIA GENERAL ASSEMBLY HELD OVER THE PERIOD 16-20 JULY 2007
We, the delegates representing all the 72 local authorities in Zambia, and meeting as the 51st Annual Conference of the Local Government Association of Zambia under the theme “ Challenges for local government-Decentralization, Diversity and Partnerships” at the New Fairmount Hotel: Appreciate the continued warm and cordial relations existing between central government and local government as shown by the presence at this Conference, by His Honour the Vice President Mr. Rupiah Banda, MP and the Minister of Local Government and Housing Hon. Sylvia T. Masebo MP; Appreciate the kind gesture shown by His Excellency the President of the Republic of Zambia Mr. Levy Patrick Mwanawasa SC to host the New Executive Committee of LGAZ to discuss matters of mutual interest to local government at State House on 30th May 2007; Acknowledge with appreciation the solidarity shown by our sister Association, the Urban Councils Association of Zimbabwe, through its representatives present at this Conference; Congratulate His Excellency the President of the Republic of Zambia Mr. Levy Patrick Mwanawasa SC on his election as the next Chair of the Southern African Development Community; Congratulate the Minister of Local Government and Housing Hon. Sylvia T. Masebo on her election as Alternate Member of the Board of the Commonwealth Local Government Forum as well as Chair of the SADC Local Government Minister Forum; Note with appreciation the presence, at this General Assembly, of His Excellency the UNDP Resident Representative to Zambia Mr. Aeneas Chuma and the contribution being rendered to local government programmes in the decentralisation process and support of programmes aimed at mitigating the prevalence of HIV and AIDS through AMICAALL (ZAMBIA); Note with gratitude the presence, at this General Assembly, of the Director General of the National AIDS Council (NAC) Dr. Ben Chirwa, and the partnership and support NAC continues to render to AMICAALL (ZAMBIA) – Zambia Chapter programmes. Take into account the well thought out presentations made by various presenters on matters relevant to HIV and AIDS mainstreaming and the theme of this conference; Recognise the continued support rendered to the Association and AMICAALL (ZAMBIA) by cooperating partners namely, German Technical Cooperation, JICA, Royal Danish Embassy, SNV, MS-Zambia (Danish International NGO), Ireland Aid and UNDP; and Re-affirm our commitment on the decentralization process and HIV and AIDS Mainstreaming.
Hereby declare as follows:
Decentralization
i) We call upon government to expedite the implementation of the decentralisation process as a measure to strengthen local government authorities.
ii) We call upon the Ministry of Local Government and Housing, through the Decentralisation Secretariat, to immediately mount sensitisation programmes for all councillors and officers in local government on the Decentralisation Policy and the Decentralisation Implementation Plan.
iii) The decentralisation sensitisation process in (ii) to be extended to ordinary citizens so they can appreciate the benefits of decentralisation, and solicit their support to ensure speedy implementation of the policy.
Mainstreaming HIV and AIDS
i) Coordination We call upon the Committee of Ministers on HIV/AIDS to immediately:
- Ensure that the Ministry of Local Government and Housing be part of institutional arrangements at national level, such as the Cabinet Committee on HIV and AIDS and National AIDS Council;
- Strengthen interaction of the technical (DDCC/DATF) wing and political arm (Councillors) of the local authorities;
- Ensure that any structures at the sub-district level in wards, such as Community AIDS Task Forces (CATFs), are part of already existing ward boundaries vis-a-vis Resident /Area Development Committees (RDCs/ADCs); and
- Ensure that all actors or implementers of HIV and AIDS services in the local authorities sign a Memorandum of Understanding (MOU) with local authorities specifying their objectives, geographical coverage and duration.
ii) Planning We call upon the Ministry of Local Government and Housing, through the Local Authorities, to immediately strengthen the incorporation of inputs from the private sector, public sector and sub district structures in the communities, whether they are faith-based organisations (FBOs) or civil society organisations (CSOs), in the development of integrated district development and strategic plans.
iii) Monitoring and Evaluation (Transparency and Accountability) We call upon the NAC and its deconcentrated structures, through the Planning Offices in Local Authorities, to immediately incorporate as agenda items performance reports, such as Organisation Capacity Assessment (OCA), National HIV and AIDS Activity Report Forms (NARF), HIV and AIDS Financial reports, etc., into the Local Authority Committee reporting structures. We commit ourselves to promoting transparency and accountability by facilitating timely audits of council accounts and the production of quarterly budgets and performance reports. Other We commit ourselves to meeting statutory and other obligations to AMICAALL (ZAMBIA).We commit ourselves to supporting elected councillors on the AMICAALL (ZAMBIA) Steering Committee to continue attending to AMICAALL (ZAMBIA) business.
And in furtherance of the above declaration we do hereby resolve as follows: 1) That all Local Authorities take the lead in sensitising residents on HIV and AIDS mainstreaming in their respective local areas, and to this end, recommends that the AMICAALL (ZAMBIA) Secretariat should put in place a deliberate programme of training trainers from districts who will be charged with the responsibility of sensitising residents. 2) That the AMICAALL (ZAMBIA) Secretariat send mainstreaming materials to local authorities for dissemination. 3) That the AMICAALL (ZAMBIA) Secretariat send community-response guidelines, for use by Councillors, in developing ward-based HIV and AIDS service directories as soon as possible.
